Paint/Decal Problem

A friend of mine asked if I had any idea what caused this to happen. He used Tamiya Fine White Primer, Krylon Semigloss White spray can followed by Rustoleum Lacquer. He said there was at least 48 hours between coats. Any one have an idea of what caused this?

I believe the Krylon is an enamel isn't it?

Enamels are notorious for taking awhile to cure, and lots of times 48hrs isn't enough. On top of that a lacquer which is normally a "hot" paint over an uncured enamel, and you see the results.
 
Thanks for the reply. My buddy, Chris, said it is enamel. Got another reply from another forum who said the same thing. Chris will just have to remove the paint and try and redo the whole thing. Live and learn.
 
He has been stripping the paint and is ready to repaint. All the paints will be same type and brand ;D
