I scribe panel lines first, before primer.

If you are talking about using a panel line paint, you have to do that after you apply paint and clear. If you apply panel line paint when the finish is matte, the surrounding matte paint or primer will absorb the panel line paint.

I'm sorry for being vague. I've rubbed out the primer to a smooth finish. Should I use the panel liner on the primer before the color coat? I ask because I've seen that done on the mighty YT.

You're talking about pre-shading .

If you use panel liner before color, you will lose the panel line effect.

Besides, I never use panel liner on all of my auto body kits. Most folks don’t anyway.

Tamiya Metallic Candy Lime Green. It went down well IMO.

I know I’m a newbie here, but if there’s a heavy texture to it, clear coat won’t hide it. Somethings it even amplifies it unless you do wet coats. Color wet sanding between base coats yields a good flat finish for your clear. Just don’t polish! But be sure to hold a light to it after you’ve levelled out the paint, to insure you’re happy with the metallic distribution etc, otherwise you may get lighter spots and dark spots, or tiger stripes (that’s a term more for improper paint technique but if you sand things and they’re uneven, it can also be an issue). I paint real cars so take that advice for what it’s worth. I’m no pro when it comes to the scale stuff . I use automotive stuff

That aside, your base coat looks level enough to accept a couple of good coats of clear, and then wet sand/polish after that as needed
