Isn't that asking the same question in different words? ;)

It's been very long since I used this kind of stuff, but rubbing them onto the model straight from pastel chalks worked, as did brushing pigment powders or ground-up pastel chalk. They all adhered well enough to stick to the model, in my experience, but every method I tried to fix them, altered the appearance to the point where I could also just have used paint, perhaps with something powdery mixed in to give it a little texture.
 
I used this product with good results.

Apply your pigments with a brush, Q - tip, or anything. Then apply the fixer with tip of a small brush on top of , or next to pigments and capillary action will draw it into the pigments. Dries clear. This works to achieve a dusty effect.
I have mixed this and pigments into a slurry and applied to the model with and old brush to get a muddy or dried mud textured effect.

Once the fixer / pigment mix dries you can change it's color with paint and washes also.

Now we're getting somewhere! Maybe @GaryG64 has some advice?
I used Vallejo Pigments and a fluffy #4 brush. Dipped the tip of the brush into the powder and applied to the wheels.
I tapped off the remaining powder and left it alone.
I don't have pigment fixer, yet, and I know that could help. For now I minimize touching the pigments.

I believe fluffy is a technical term. :p

Now, it's time for "mud." I used some Mod Podge and pigment powders to achieve a slurry of sorts. (Im constantly learning).
tomorrow when dry I'll add some powders to try and resemble dry mud.
I've decided to not whitewash and leave it grey.

I have an M6 (WC55 gun carriage) in the stash which I want to 'field' camo as in a photo I found... mud mixed with gasoline applied with a broom!

The 'mud' has me spooked, so it'll be a while.

For modelling purposes, it's really just paint. Paint the model in the regular colour it would have had, then just apply mud-coloured paint with a wide brush, none too neatly and not necessarily as thin or even as you can. Using a somewhat worn brush will probably help, too :) At that point it's mainly a matter of trying to replicate the patterns you see in the photo.

For the mud and weathering i usually just dive right in. If it turns out fine, then good. If not then, oh, well. Learn from it and move on. :p
This is only my 2nd attempt for a muddy look.
I use Mod Podge as the base and add paints or powders to achieve the color I like. Mix it up real well and dab on, messily.
I attached several from my first attempt for mud.
Dive in and have fun with it!

Comming along great, excellent work on the weathering. Trying to recreate mud and dust effects is something I would like to improve on. That is on a very long list in my case though. Looking forward to the finished model.

I've postponed my 1st "diorama" in 35 years due to fear of making mud and tracks in it. I have a historical image I want to emulate, but am stymied.

I've built the kit and most of the base, but the mud, so much mud, the Eastern front and all that.
