applying flat clear with a hand brush

I have sometimes tried to apply Tamiya's flat clear or Acryl's flat clear with a hand brush. The results are not so good. The surface ends up kind of splotchy, and it's more semi-gloss than flat. Can anyone tell me if there's some technique to this to get a genuinely flat finish?
 
Are you referring to Tamiya X-21 'flat base'? If so, I'm fairly certain it's only meant to be added to a gloss paint to make it flat. I have no knowledge on the Acryl product.
 
I've never used XF clears, but I use X-22 on almost all models. Makes a great clear-coat, to protect the base color from enamels and oils for washes and weathering, as well as a smooth surface for stickers to help reduce silvering.

I cannot comment on adding it to paint. Seems easier to me to apply the clears (gloss/flat/satin) by themselves, but it is an interesting idea.
