Not sure I would have added the bolts, but it wouldn't hurt to have them
As long as the bar can't go anywhere inside the wheel, it should keep it attached to the tank.
The screens, BTW, are over both intakes and exhausts: the rectangular grilles at the front and rear are the cooling air inlets, the round grilles are cooling air outlets, with a fan underneath that draws air in through the rectangular grilles. There is a radiator between each rectangular grille and the round one, and the raised fan on the left is because it incorporates a heater for the crew compartment that (as I understand it) uses the hot air from the cooling exhaust.
