It is indeed for putting the tracks back on 
The cable was attached to the drive sprocket and then used to pull the track onto the wheels. The actual tow cable is just visible on top of the hull.
And agreed about the looks of certainly the Crusader, and the Panzer III looks a lot better than its ugly brother, the Panzer IV.
