This figure was originally a 1/6 prepainted Horizon Robocop 3 figure, which I cut apart and mounted on a 1/6 body as a moveable armature:

Under the armor, I sewed together a bodysuit from black spandex; I tried to build the model as if it were an actor under a costume so as to get the same effect as Peter Weller looked in the movie. Rather than try for a removeable helmet, I made a mold of the face, reworked it (per the pic) and then painted it. Built the back of the head onto it afterwards:

I used very thin foil tape (bought at one of the local dollar stores), applied it and smoothed it down with a burnisher and a toothpick for panel lines and such), then burnished it with #0000 grade steel wool (very fine). Afterwards, just some coats of Sharpie marker decanted into clearcoat and 91 percent rubbing alcohol.

Thanks folks! Since Sideshow and Hot Toys' versions cost a mint and the original Horizon vinyl model was barely poseable (I broke a couple when I was a kid trying to get them posed like I saw in the movies!), I did some research before this project to determine how best to do this. I figured the best way was to simply cut the model along the seams into its' armored components as so:

After that, the bodysuit and applying the armor over it:

One of the biggest challenges was getting the face molded: I had to make a plaster mold, then use hot melt glue (high temp) for it:
