Are there any advantages in using distilled water verses tap water when using pigments as a wash? And is there any advantage in using a isopropyl alcohol verses water?

Yes to both.

If your tap water is 'hard' or has any type of minerals or chemicals that may effect the paint, you would be safer to use distilled water.

Alcohol will have no surface tension, unlike water which may pool up in one spot instead of spreading around. Alcohol also evaporates much faster than water.
