Help with designing a model - Steampunk

The description is pretty good! The picture is more difficult point. Like I said, I struggle with technical explanations and drawings as well... BUT that's entirely on me.

I completely understand- Figured I'd take a stab at it.
Regarding where to start, I'd try doing a google search for "structured spheres"- and modify/edit your search results- See where that rabbit hole takes you.

For prototyping, sketches are best, then maybe moving to clay/play doh?
The alternative would have a professional cad or other similar software rendered by an expert... Someone who can draw an idea and render it to a printer?
If you're able to sculpt a rough concept, that's certainly helpful.
Know anyone with a 3d printer you can ask to make you a prototype?
Or you can grab some styrene sheets, rods, tubes, etc. some sanders and glue and start building it yourself

Hadn't thought of using cad.
I have no CAD experience but I know a guy... Maybe?
He's really busy though.

How would you guys suggest I start building a prototype?

I would suggest a pingpong ball, they're easy to get and you can glue things to them with superglue. Don't use solvent-based glues (like those intended for model kits), chances are the material will simply dissolve.

I would think it would need some wire and soldering for the outer cage.

And to keep it from touching the ground. Use the trip from the Land Cruisers in Star Wars. Mirrors as a skirting.

...remember, there are no bad ideas, prototyping is key, iterating is learning, and jumping to the final finished product too soon kills innovation and the many happy accidents you cannot predict.
