Here's my 2 cents. What about, to enter the contest you must of been a member for a couple of months to qualify, that would eliminate the 'latecommers'.

Could it be set up so that maybe the winners could choose between the prize or a gift card.

  I do appreciate the spreading the wealth in theory but to be realistic, it is a contest. And although winning is not the be all and end all i think it should be the goal of all entrants.   If the same people win, Good for them i say, it just means i have to keep practicing and improving my own skills, who knows with the help, may be, of last years winners. That is the beauty of our SMA you can always get very helpful feedback and tips for our projects from some truly talented builders.

     The main goal is to enjoy ourselves and each others projects, plus with the members voting to decide the prize winners, if they felt stongly about repeat winners or 'latecommers' they could maybe adjust their voting habits, we the members are free to decide who we vote for.
