right the the ebay shop that I got it from said it uses capillary action. which i tried on a part I won't use and it didn't work. Did I do some thing wrong or was I misinformed ?

Well ...yes and no .

It can work by capillary depending on what you are doing and depending on wether the glue can actually get into the joint . But I find it works well if you brush a drop onto both joining surfaces ,let it sit a minute then join the two faces ,this basically welds the two parts together ,I especially like doing that for fuselage halves
