I saw this picture of a submission by "Brian Fowler".

I was amazed by the snow! So much so I reached out to him to ask about technique and materials, here's what he said...
AK Ice Sprinkles is the slushy base and mostly what is on the road. AK Snow is a white paste that is over the dried Ice Sprinkles in the terrain. On top of that is AK Microballoons applied before the "snow" is dried.

On the tank and trees is the Ice Sprinkles with the Microballoons sifted on immediately before the sprinkles dry doing very small sections at a time.

I was going to see if anyone here has used these products or techniques for recommendations.
 
I haven't used the AK snow products, but have used their asphalt product. AK stuff is good to go in my book.
I have used Woodland Scenics snow on a diorama before. Sift / sprinkle it on the ground, hold in place with diluted white glue or hairspray. I liked the effect.
