Carrier deck help needed

Ok...so I just picked up Verlinden's 120mm USN Pilot and I have the bright idea of putting him on a small base of a section of carrier deck...only problem is there is nothing in 1/16 scale...I can try to scratch build something, but need the actual width of the real planks on the deck to recreate it...and then there is the tie down strips which don't exist in the scale...any ideas?
 
I realised my own flight decks with Evergreen Stuff. Planks are made from strips. I add the wooden structure by using a wire brush. To get an individual shape, you have to work out every strip sepatately.
After that, I glued the Strips on a Plain sheet (EV 9030) That looks very good. I also integrated the plain sheet in to a frame.

I have the Just Plane Stuff deck in 1/48, so I can probably figure out the correct width from that.....I'm just trying to figure out how to do the metal tie down strips in between them...
