Why didn't the YF-23 have nav lights/position lights?

...Was it because it was an experimental aircraft? For a while, there was talk of Japan resurrecting the YF-23 program for its Japan Air Self Defense, but that was cancelled a year or so ago.

I ask because I am currently building Dragon's 72nd scale kit as a hypothetical JASDF F-23J with a digital oceanic camo scheme. What do you think? I think I'll go with the 8th squadron (Black Panthers or whatever they're called.)
