I picked up on of the Skoda 'Turtle" armored car kits today.....the tires in the kit were rubber (I guess)

I've used them on cars kits years ago...and airplane kits.....but never on a model that needed to be weathered.

How do you go about weathering those??......

Does paint/pigments and such stick to it??

Try weathering one, if it sticks, keep going, if not, give the tires a shot of acrylic matt varnish, will give a "toothed" layer for the weathering to stick to.

Yes it is Easy.
I prime the tires with acrylic primer, a layer future and weathering with the normally products, oil colors, pigments etc.
