thats funny, the kit came with a hook for catching the cable... i dont now much about the F-106...
The hook on the 106 was used if the brakes or chute failed the runways had a emergency cable close to the end. to catch the aircraft in case of failure of somekind. Ive seen it used back in the 70"s when i worked on the sixes, Back in the ADC days.

Lots of aircraft have arresting hooks on them...but by no means would this make it a carrier capable aircraft, and was used exactly as Red Bull said...in case the chute/brakes failed.
F-105, F-104, F15, F-5, F-16, just to name a few, all arrestor hooks, but could never land on a carrier.(even though the USN use F-16s and F-5s)
