How long does it take to dry and how do you seal it?

I have use my fluid chrome marker after I painted a design on wine glasses. I baked them in the oven I thought to set it and yet it was still not dry afterwards and remained untouchable. I used it on a pair of wine glasses to cover a Chrome area that was bare of chrome. It's was a custom order and I have to get it to the customer and yet, I have repainted that area at least 25 times because in painting the top of the glass bowl with my design, I kept hitting where the chrome was brush on.. It just won't dry!
