Weird about the decals

I though at first maybe it was because the aircraft sprue is a "generic" sprue and only 1 plane was on the boat, but I just read somewhere that there were actually 3 planes assigned to it

AS far as the numbers 0-9, maybe those are supposed to be for the planes?
