Ground work question

Whats a good way to 'fix' static grass/turf to the base...

I've stuck it in some places on some ground work with white glue...but is there anything I can put over it to help keep it on there.......and remain fluffy looking?
 
White glue, carpenters glue.

Key is, if you want the static grass to stand up, put down your glue, sprinkle the grass over it, let it all tack up, and then take a balloon, blow it up, run it over your hair to impart static electricity into the balloon, and then run it over the grass.

The static on the balloon will attract the static grass, but because the glue is holding it down, it can't go anywhere, making it stand up.
