For the 4060 chip, what I did was an ebay search for 4060.   Stick to the electrical and test equipment category. 

  Quite a few listings turn up.  Just make sure somewhere in the listings it says binary counter and you will be fine.  Here is one example:

I have not purchased from them before, so I cannot say if they are any good.  The one I did purchase from was here in the USA. 

Some of the Chinese sellers will sell them for $0.30 each when you buy 20 or more.  And they have free shipping!
