Jakko nailed it again, HA! Spot on, Mate. 
However, I do from time to time use the old tried, tested, and true Testers Gloss Coat in a rattle can. I let it dry overnight, then wash with oils, never enamels, (my enamels rarely, if ever, get used anymore). I've never had an issue with anything giving me grief. I tend to lean towards your drying time, and more than likely the use of enamels, because I've honestly never had the issue you are describing.
Most of the old salts do use oils for pin washes, etc. You can get a decent set from Mig, Ammo, etc., but I personally would not use enamels for any washes whatsoever. Hope that helps, AK.
