Yeah I'm not too sure about gloss coat before decals either. Maybe if you're making a showroom car but I think paint the model, add the decals and then gloss it to seal in the decals and get ready for washes and such. When it's fully touched up and painted give it a coat of Matt or gloss depending and you're done.
