I'm probably not the expert you want to hear from, but I'll try.

The gloss coat for decals is debatable, I saw a video where they set a quality decal down on sandpaper.

You do want a gloss coat to make washes...you know...wash. You need the darker fluid to be VERY runny so it settles into the nooks and crannies.
