There's a foiling kit I bought a long time ago (perhaps at Micheals) that comes with adhesive and a roll of foil.  You put the adhesive on and allow it to dry.  Once it's dry it remains very tacky.  Then you take the foil roll out and cut a piece... you place the dull side of the foil wrap onto the tacky surface and pull up and it leaves behind a very shiny gold foil.  It's not perfect but it definately shines.  I saw something like it at Easter time with egg coloring kits.  I bought one and messed around with it.  It's the same stuff just different colors.  The wrap is like this plastic sheet that has a very thin layer of foil (quite possibly vacuum matelized) on the back of it.  They then spray a thin coat of clear coat over that to hold it in place.  When you rub it against the dried adhesive, it pulls off the foil from the plastic backing and leaves behind a shiny metal layer that looks awesome.  When I've finished with a section I then brush on a layer of Future Floor Wax to seal it in place so that it doesn't accidentally get rubbed off while still holding that beautiful shine.  Hope this helps.
