It certainly looks like that's what's going on, yes. In the instructions, the flange on E99 is towards the back of the vehicle (away from the load bed) and the tube bit on it faces inward, while on the model as built, the flange is towards the load bed and the tube is outboard.

E97 is almost entirely out of frame, but I think it is the right way round.
