    Pantherman is quite right, about all you can do is sand it all the way off and then add something corrugated. Depending on the length, you might be able to use a matched pair of gears, like the scrapbookers use for corrugating paper. The other alternative is to sand it off and NOT replace it...

    About That Aurora Hartford kit...

    About the only thing to do is look for another Hartford on eBay for the additional parts. As it's a sub, maybe scratchbuilding or pulling parts from a similar kit might be a possibility? At any rate, advise your client (additional costs, time, etc) as he/she may be expecting miracles.
