The above link is to the Bubblegum Crisis role playing game by Fuzion.  There were multiple books, I have 1 and 5,  (they are NOT easy to find)  Anyway there are LOTS of schematics and artwork included in the books.  It really depends  on which one of Priss's Suits (she did tend to break stuff) you are modeling.  Most of them have a "knee" but it looks like it is part of the upper let (thigh) armor plate.  It is defined as a knee ball but it looks like it "melted" out of the upper plates.

Cheers. Just to show I am still tinkering with this I have a very small update, got back to some other builds.
Primer on cos I don't trust that shiny metallic blue plastic - I'm right, got some more sanding and a bit of filling to do but nothing too bad.

I'm going to leave the knees - mainly due to laziness, sorry oh well...

wow! Dave the Chef, this is too cool man. great scratch building on that base. bubblegum is one of my favs. had i seen this earlier i would have suggested cutting the knees off and resculpting with a two part putty but it still looks fantastic  that bike is awesome too ;D
